Scottish Transport Minister apologises to motorists

Scotland's Transport Minister has blamed "exceptionally heavy" snowfall for bringing parts of the country's motorway network to a halt.

Stewart Stevenson apologised to motorists who were stuck in their vehicles in central Scotland on Monday night.
