Who is to blame for NI water crisis?

Northern Ireland's First Minister Peter Robinson has said that the response of NI Water has been "shambolic", after burst pipes left thousands without supplies.

But who is to blame for the problems? And has there been enough investment in water services in Northern Ireland in recent years?
