A 100m cordon was set up and a controlled explosion was carried out in a nearby field
About 100 people were evacuated from a traveller site in Salisbury after explosives were found in a car.
A controlled explosion was carried out on what police described as "live commercial plastic explosives" near the Oak Tree Field site on Saturday.
Wiltshire Police said they were "confident" there were "no terrorist links to the incident".
The force said the vehicle, bought from a scrap yard, had "accidently come in to the hands of innocents".
"We would like to reassure people that we are confident that there are no terrorist links to the incident or any specific threat to the travelling community," a spokesman said.
"It is our belief that the vehicle has accidently come in to the hands of innocents and thankfully due to the concerns raised by the reporting person, the situation was dealt with."
