Wiltshire Council said plans were already in place to improve children's services
A children's services department accused of failing to protect vulnerable children three years ago still requires improvement.
Wiltshire Council was criticised in 2012 by Ofsted inspectors who said early intervention was inadequate.
A new Ofsted report, external shows the authority is not delivering good care or protection to children, and leadership needs improving.
In response the council said plans were in place to address the concerns.
'Can do better'
The latest Ofsted inspection was carried out between 22 June and 16 July this year.
It found there were no widespread or serious failures that create or leave children being harmed or at risk of harm.
But the authority is not yet delivering good care, protection and help for children, young people and families, inspectors said.
It also found that leadership, management and governance requires improvement.
Laura Mayes, the council's cabinet member for children's services, said: "We are pleased that in the areas which are most important, inspectors recognised that there are no widespread or serious failures that leave children being harmed or at risk of harm.
"This report recognises the good work already ongoing and also points out areas where we can do better.
"Through our own rigorous assessments we were already aware of these areas."
