A 37-year-old woman was charged with 17 counts of fraud by false representation.
A 44-year-old man was charged 14 offences, including fraud by false representation and conspiracy to commit fraud by false representation.
The suspects were ordered to appear at Downpatrick Magistrates Court on 23 December.
A police spokesman said: "As is normal procedure the charges will be reviewed by the PPS.

The charges are understood to be connected to an investigation into a travel business in the Downpatrick area.
