Fair funding deal before income tax devolution, Jones says
The first minister has said that Wales could accept income tax powers but not until a "fair funding" deal is agreed.
Carwyn Jones was talking to BBC Wales ahead of a speech in London on Friday in which he was due to underline his acceptance, in principle, of devolving income tax powers.
But he appeared to drop his insistence on a referendum on the issue, noting that Scotland was being offered further devolution without conditions.
