Carwyn Jones says council reform will cut top staff

Council re-organisation will result in cuts in top staff rather than numbers on the ground, the first minister has said.

Speaking on BBC Radio Wales on Monday, Carwyn Jones defended a plan to cut the 22 Welsh councils to eight or nine claiming they were too small to be effective.

He told listeners that reform would cut the number of senior managers, and that rank-and-file staff should not fear for their jobs.
