Kirsty Williams says school governing bodies need to be brought up to date
Changes which Welsh ministers believe will make school governors more effective are being proposed.
A consultation has been launched on allowing governing bodies more flexibility on their structure and membership.
Plans include having more governors appointed for their specific skills, alongside elected members.
Education Secretary Kirsty Williams said the bodies could not adapt to meet their schools' needs at the moment.
"There are around 23,000 school governors in Wales who give their time voluntarily to help raise standards in our schools and I greatly value all that they do," she said.
"However, while the world has changed in the last 20 years, our school governing system hasn't."
Ms Williams added: "I want to make changes so that school governors have the skills and ability to play their important role in improving the education we provide to our pupils."
The current rules for school governing bodies were introduced in 1996.
