The Environment Agency has just published a report on natural measures, external such as tree planting or letting rivers spread across flood plains, but Dr Chapel says more conventional defences are also needed.

He says natural flood prevention may not stop flooding in the biggest storms like Desmond, but it might help stop some communities getting regularly inundated.

    Quote Message

There are an awful lot of communities that are affected by floods on a much more regular basis that we need to do more to mitigate."

In Keswick, where these defences failed against Storm Desmond but should protect homes from smaller floods, Lynne Jones from the flood action group says the test is whether "it keeps the carpets dry".

    Quote Message

Thirlmere is a key part of our flood protection, if we can get proper reservoir management to give us storm space during the winter."

    Lynne Jones

    Quote Message

In some of our towns and urban areas it's absolutely right that we build walls, we carry out dredging work, but natural flood management definitely has a place and we're now learning a lot more about where it's more applicable."
