Two lime trees in South Shields were deliberately snapped over last weekend, South Tyneside Council said.
The trees were among nine to be planted to King George Road over last winter at a cost of about £150 each.
Joan Atkinson, Lead Member for Area Management and Community Safety, said: “It is so disappointing that someone would deliberately damage trees in this way. If they do manage to survive the damage, they will take longer to establish and will be unsightly for several years.
“Members of our tree team, who work so hard making sure the Borough’s trees are healthy and looking their best, are really saddened by this damage.”
In the short term, the trees, which were among almost 4,000 to be planted across the borough last winter, will be left in place and monitored.
The damage has been reported to Northumbria Police and witnesses are being asked to get in touch.
The victim was flung into a lamppost when he was hit by Daniel Walmsley's car in Newcastle.

A driver who deliberately ran a man down on a busy street has been jailed for two years and one month.
Daniel Walmsley's victim suffered severe bruising on his hip when he was flung into a lamppost after being hit by Walmsley's car in Newcastle's Groat Market in July.
Newcastle Crown Court heard Walmsley, 29, of Leam Lane, in Gateshead has previously used his car as a weapon. He admitted assault causing actual bodily harm, dangerous driving and driving while disqualified. The victim suffered severe hip bruising.
Image source, Northumbria PoliceJudge Robert Spragg said it was "incredibly dangerous" and "fortunate" the victim was not seriously injured. He also sentenced Walmsley for an affray in Washington in April last year where he "cowardly" punched a man in the street and pushed a woman "half his size" into a shutter.
Walmsley was also banned from driving for five years and two months and will have to pass an extended test.

Museum bosses say they will need long-term financial support to offset the impact of the coronavirus pandemic, with visitor numbers expected to be substantially down on normal levels when venues reopen after lockdown.
The Tyne and Wear Archives & Museums (TWAM) strategic board heard on Friday morning that the organisation was in active talks to secure urgent grant funding.
Current estimates suggest TWAM will face a budget deficit this year of £167,240 if its sites were to reopen on 1 September – but that would more than double to £341,010 if the closures were lifted on 1 July due to the cost of running venues while visitor numbers are low.

Newcastle councillor Ged Bell warned that many venues could collapse if the government did not step in to cover their funding shortfall.

Greggs has pulled back on plans to reopen its first sites to the public next week in Newcastle over fears it could attract crowds.
The sausage roll supplier is fearful of "the risk that excessive numbers of customers" may turn up.
Earlier this week, it announced plans to reopen 20 stores in the Newcastle area on a trial basis.
However, Greggs now says the reopenings will only be "to test our new operational safety measures" and it will not allow customers in.

A Sunderland housing group has issued more than 60 warnings to tenants who have breached government rules over social gatherings during the coronavirus pandemic.
Gentoo, which manages homes for more than 60,000 people in the city, said it would “not tolerate” breaches of social distancing guidelines.
It has taken court action against one tenant and said further legal action would be taken against those who “persistently” break the rules.
Nigel Wilson, Chief Executive Office for Gentoo Group said: “Our number one priority is always the safety and welfare of our tenants, residents and employees, and that’s never been more important than now.
“However, we are aware of a small number of tenants who continue to not follow the rules and put the welfare of their family and those around them at risk, which we will not tolerate.
“Working with Northumbria Police, we will continue to actively challenge these tenants and seek to reprimand anyone found to be not following social distancing principles.”
A spokesman for the force said: “From the outset we have been clear that we would take the necessary steps to enforce the lockdown rules in order to protect our communities.
“We would urge everyone to continue to follow the restrictions which are in place to ultimately save lives.”
