Once described as the "bad boy" of the veterinarian profession, Maurice Kirk lived in Alderney for four years in the 1980s and stood for election in Guernsey in 1985.
He applied for asylum in Alderney in 2010, hoping to stop a deportation to Wales.
The Bristol University graduate and self-dubbed "Flying Vet" is also an amateur pilot and a former drinking friend of the late actor Oliver Reed.
Since 1995, he has had a string of court appearances including for hurling abuse at police while he tended to an injured dog on a beach and on another occasion for refusing to give a sample when stopped on suspicion of drink-driving.
He was kicked out of the Royal College of Veterinary Surgeons for "disgraceful conduct" in 2002 following his court cases.
Most famously he was arrested for landing a replica World War One biplane on private land near American President George W Bush's Texan Ranch.

The deputy president of the Education Committee says planning permission for La Mare de Carteret has nothing to do with the States decision on the future of secondary education.
Deputy Carl Meerveld says the plans for the £64m redevelopment were submitted in February, before the debate on selection. He's welcoming the planning decision and says it's now up to the States to give the final go-ahead.
But he admits there's work to do on costings if States members are to be convinced.

Ageing Well in the Bailiwick - a group that supports the elderly through old age - is calling on the States to prioritise respite, community and dementia care.
In a meeting last night - attended by around 70 people - the group heard from States members and civil servants who set out the policies that will affect older people.
The Chairman, Dominic Wheatley, explained why foresight is needed...

One man who's been particularly critical of Condor today is Deputy Neil Inder.
He's Guernsey's newest deputy, and says he intends to bring a requête to force a debate in the States about Condor's reliability.
"What's a requête?"
It literally means "request", and is a form of petition to debate a topic within the States of Guernsey.
If you manage to get seven signatures from States members, you can debate your topic and vote on an outcome.

More than 15 years ago BBC Guernsey reported this news line...
"If selection at eleven stays, a new building will be built at La Mare de Carteret."
That was reported on 16 March 2001, when the States instructed the then Education Council to begin the redevelopment of all of Guernsey's secondary schools.
Then in 2002, the States agreed to this...
Quote MessageThe three new schools, for a maximum of 720 pupils each, will be built on the sites of Les Beaucamps Secondary School, La Mare de Carteret Secondary School and at a new location in the North of the Island."
States of Deliberation Billet, April 2002
Since then, St Sampsons has been built, Les Beaucamps has been rebuilt and La Mare de Carteret has now had planning permission approved.
However, the States have yet to approve the £64m, and the fate of the school could yet depend on the outcome of the vote of the 11-plus debate next week.

It may not be any closer to being ratified by the States, but the rebuild of La Mare is arguably one step closer, with planning permission for the school being granted.
The permission paves the way for the demolition of the existing buildings and the construction of a new high school with spaces for either 600 or 960 pupils, as well as a new primary school, sports facilities, and autism centre.
